Key Responsibilities:

Purpose of the position:

The Livelihoods Officer will be 100% field based and will support the Grant Coordinator to implement livelihoods services in refugee camps and surrounding communities, in the 3 provinces of Muyinga, Cankuzo and Ruyigi with a focus on child protection, youth empowerment and climate change. He / she will be in charge of the implementation of all activities  to raise awareness and knowledge among different community structures on child Protection policies and  mechanisms; He/ She will supervise youth groups to reach the decent employment/ livelihood and influence development in their communities; Furthermore he/she  will organize meetings and awareness mobilizations for  sustained well-being of people with disability through improved access and utilization of essential services and support development of disaster management plans that are disability inclusive to be widely communicated.

Major Responsibilities

1.Project Design and Planning

  • Plan and supervise the implementation of CP & Livelihoods activities
  • Participate in development of annual and monthly detailed implementation plans.
  • Prepare and submit weekly and monthly work plans in a timely manner.
  • Mobilize communities, CBOs/FBOs (CP Committee) and local government, share plans (implementation, monitoring and reporting tools) for the Project.
  • Participate in Cluster/AP project design and planning meetings.
  • Develop work plans - weekly, monthly and quarterly.
  1. Project implementation
  • Organize community gatherings with key stakeholders to strengthen their capacities on Policies, practices, attitudes and beliefs towards child care; livelihoods & environmental management
  • Organize public awareness and trainings on protection and advocacy; People living with disability inclusion
  • Establish, formalize and maintain functional CP incidents reporting and referral system
  • Sensitize for zero tolerance to GBV, sexual exploitation and abus
  • Facilitate the organization of forums on Ending Child Neglect Campaign
  • Promote youth programming through SKYE clubs/ groups establishment and ensure they are functional 
  • Build capacity of SKYE group members on EWV, S4T and business plans for economic empowerment purposes. 
  • Support Youth Clubs networking and initiatives
  • Engage youth and families to diversify smart livelihoods, including on-farm and off-farm opportunities
  • Support local committees of Ecosystem Protection (EP) & DRR initiatives
  1. Financial control and budget
  • Support the Grant Coordinator and Grant Assistant Accountant to review budgets and prepare financial reports, and support in the preparation of budget variances for the Grant, including during Field Financial Review meetings.
  • Adhere to budget management and activity timelines to ensure proper accountability to WV and donors and effective project implementation. Adhere to all WVB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies.
  1. Resource Acquisition
  • Identify projects ideas for viable funding proposals for resource acquisition to support protection program interventions.
  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors.
  1. Partnership and networking
  • Participate and represent WVIB in local donor field visits, and other technical working, experience-sharing and learning forums when applicable.
  • Ensure beneficiaries and all stakeholders have access to adequate and confidentiality-sensitivecomplaint redress mechanism
  • Ensure the project staff, CP stakeholders and partners understand and observe strict adherence to Adult and Child Safeguarding protocols;
  • Organize meetings with service providers when needed. Ensure provision of feedback regarding actions taken to other agencies, when necessary and appropriate in light of confidentiality requirements.
  • Support the Grant Coordinator in developing and maintaining effective working relationship with stakeholders including partner agencies, community leaders and service providers for prompt referral, follow up and information sharing.
  • Maintain a positive working relationship within the team in TC, and promote teambuilding efforts
  1. M&E, Reporting and Documentation
  • Gather data, information, reports from Project implementation areas for appropriate actions.
  • Share timely data with the Grant Coordinator to update M&E as required. Work with the Grant Coordinator to monitor project performance in line with WVB standards and take appropriate actions.
  • Manage, file and store data, ensuring the confidentiality of the information collected and the services provided.
  • Support the effective documentation of all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms.
  • Support processes of project baselines and evaluation of the Project.
  • Regular record and update monthly activity monitoring data to support evidence based monthly report.
  • Lead regular planning and de/briefing meetings to ensure adherence to standards of care, quality activities and reporting requirements.
  • Participate in the Cluster/APs health periodic project output & outcome monitoring processes.
  • Contribute to the design and implementation of assessments and evaluations to determine program impact.
  • Work with the Grant Coordinator and other Cluster Level Staff to produce quality and timely reports (monthly, semi-annual and annual) using appropriate templates.

Qualifications: Education and Experience:

  • Education: Bachelor degree in Health, Community development, Agronomy, Rural development, international development or another related field
  • Work Experience: At least 2 years of experience in livelihoods, in community mobilization, implementation of health projects, particularly those related to strengthening health systems.
  • Experience in youth empowerment especially for refugees / returnees or host communities would be an asset.

Functional and Professional Competencies and Skills:

  • Must be a committed Christian, able to stand above denominational diversities.
  • Highly motivated and result-oriented, with exceptional attention to details.
  • Strong facilitation and presentation skills with a passion for sharing knowledge.
  • Ability to ride a motorcycle for field activities
  • Ability to discuss sensitive issues with respect, empathy, and professionalism
  • Maintain confidentiality, respect and non-discrimination, and to prioritize the safety of beneficiaries at all times
  • Excellent communication skills, confident interpersonal interaction and sensitivity to other cultures.
  • Excellent computer skills including Microsoft office.
  • Demonstrated interest in humanitarian work and supporting people affected by conflict Ability to work independently, under pressure and as part of a diverse team.
  • Excellent organizational skills, and great attention to detail.
  • Ability to respond to emergencies when needed and support the protection team in providing any kind of support and in distribution of material support to IDPs when needed.
  • Fluent in Kirundi, French and English.

Working Environment Conditions:

  • Work environment: Field-based with frequent travel from the project areas.
  • Field work: field work not less than 50%.
  • Travel time: not more than 25%.
  • Office work: 25%
