JOB PURPOSE
The primary purpose of this position is to provide strategic, technical, and operational support to policy and programme initiatives that contribute to the Government’s efforts towards resilient and sustainable food systems transformation in Burundi.
KEY ACCOUNTABILITIES
Reporting directly to the Head of Emergency and Livelihoods Unit, under the supervision of the Deputy Country Director/Head of Programme, and the overall guidance of the Country Director, the incumbent will:
- Provide strategic and operational leadership for WFP Burundi’s livelihoods and resilience programmes contributing to food systems transformation portfolio ; specifically, Asset Creation and Livelihoods (ACL), Smallholder Market Support (SMS) and nutrition sensitive value chains including Food Fortification activities.
- Lead the design, implementation, and scaling up of integrated resilience programmes, ensuring alignment with national priorities, UNSDCF, and WFP strategic frameworks including WFP CSP 2024-2027 and updated WFP’s food systems strategic framework.
- Support Government‑led coordination and policy dialogue on food systems transformation, strengthening WFP’s technical leadership, positioning, and visibility with key stakeholders.
- Contribute to resource mobilisation efforts by developing high‑quality project proposals and contributing to strategic planning processes.
- Provide technical leadership and advisory support to Country Office teams on food systems–related programming, including value chain analysis, resilience programming, and policy‑informed programme design.
- Strengthen resilience programming through application of WFP’s Three‑Pronged Approach (3PA), including Integrated Context Analysis (ICA), Seasonal Livelihood Programming (SLP), and Community‑Based Participatory Planning (CBPP).
- Lead and support inter‑programme coordination to design and implement integrated multisectoral approaches with partners, that link livelihoods interventions with social protection systems and human capital development, and with the objective of facilitating a progressive shift from humanitarian response to sustainable and durable solutions.
- Ensure strong knowledge management, monitoring, and learning, embedding M&E across the project cycle, documenting lessons learned, and generating evidence to inform decision‑making and showcase best practices.
- Develop and maintain strategic partnerships with Government institutions, UN agencies, research institutions, and other relevant actors to advance food systems transformation.
- Provide managerial oversight and capacity development for staff within the portfolio, fostering high performance and a healthy, inclusive working environment in line with WFP leadership standards.
- Ensure efficient use of financial resources and compliance with WFP policies and procedures to achieve programme objectives.
- Perform other related duties as required.
QUALIFICATIONS EXPERIENCE AND KEY REQUIREMENTS
Education
- Advanced university degree in International Affairs, Economics, Agriculture, Nutrition/Health, Environmental Science, Social Sciences, or another field relevant to international development.
- Additional years of relevant professional experience may be considered in lieu of an advanced degree.
Experience and Skills
- At least five (5) yearsof progressively responsible experience in the design and implementation of livelihoods, resilience, and food systems programmes.
- Strong analytical, coordination, and strategic thinking skills.
- Proven experience in supervising and managing multidisciplinary teams, including setting clear objectives, providing guidance and feedback, and ensuring timely and quality delivery of outputs
- Demonstrated ability to communicate clearly and effectively, both orally and in writing.
- Proven ability to work effectively in multicultural and multidisciplinary teams.
- Sound judgement, initiative, tact, and strong negotiation and partnership‑building skills.
- Ability to work under challenging field conditions and flexibility to undertake duties beyond standard office settings.
- Proficiency in Windows and MS Office applications (Word, Excel, PowerPoint, Outlook); experience with GIS and publication software (e.g. MS Publisher) is an asset.
WORKING LANGUAGE:
- Fluency in French and English is required.
