OVERVIEW
URC is searching for an experienced Technical Director for its Burundi Kira Ukuze Activity proposal. The purpose of this project is to accelerate reductions in preventable maternal, newborn, and child morbidity and mortality in geographic focus areas of Burundi, and to improve the health and nutritional status of women, children under five, and youth, through: (1) improved delivery of high quality reproductive, FP, maternal, neonatal, and child health, immunization, and malaria services across the continuum of care; (2) increased practice of health behaviors among women, youth, and men; and (3) health systems strengthened to support high-quality delivery of integrated care.
RESPONSIBILITIES
The Technical Director is responsible for providing high level strategic leadership, guidance, technical and operational oversight and supervision to the design, implementation, and monitoring of project-supported high quality, high impact interventions for RMNCH, family planning, malaria, immunization, and nutrition prevention, care, and treatment services. Under the leadership of the Chief of Party, the Technical Director will lead the development of annual work plans, annual progress reports, and other documentation to demonstrate program progress. The Technical Director will ensure strong linkages with all other Activity components and that the Activity outcomes are met.
Specific responsibilities include:
- Lead program strategy and design, implementation monitoring, and adaptation of program interventions and activities;
- Collaborate with the Chief of Party and MEL Advisor in the performance monitoring, identification of lessons learned/best practices, and documentation of implementation and impact of interventions;
- Mentor and supervise a team of other senior level technical leads who manage program implementation;
- Ensure project activities are informed by evidence, appropriately adapted to local context, well-coordinated and clearly linked to program targets;
- Contribute to the development of the annual work plan, reports and other deliverables to USAID;
- Actively engage with Ministry of Health (including participation in relevant technical working groups), other USAID-supported health activities, local partners, and USAID as may be required;
- Support the Chief of Party in budget tracking, review and approval of requests, purchases, and reports.
Additional and other responsibilities may include, but are not limited to:
- Other tasks consistent with the nature of this position;
- Perform all responsibilities for the Chief of Party when s/he is away, as requested;
- As needed, attend, and represent the organization in various events, seminars, and functions;
- Actively support and promote diversity, equity, inclusion, and accessibility (DEIA).
KNOWLEDGE, SKILLS, AND ABILITIES
- Technical knowledge of one or more of the core health areas: malaria, maternal, newborn, and child health; and/or reproductive health/family planning;
- Knowledge of community health systems, community mobilization and engagement, gender and social norms, social and behavior change, quality improvement, capacity strengthening approaches, and sustainability mechanisms;
- Ability to be flexible and open to redirection;
- Excellent organizational, analytical, and problem-solving skills;
- Demonstrated capacity to manage for results;
- Ability to work with people of different cultural backgrounds and foster teamwork, collaboration, and inclusion is important;
- Ability to manage multiple tasks in a fast-paced environment, and occasionally outside of normal business hours.
QUALIFICATIONS
- Post-graduate degree in public health, health administration, medicine, nursing, social sciences, international development, or related field;
- Minimum of 10 years of progressively responsible senior-level working experience in positions managing large donor funded programs of similar size and scope (such as COP, DCOP, Technical Director, or Team Lead/Unit Manager) in developing countries;
- Experience in managing the following technical areas in low- and middle-income countries: maternal, newborn, and child health; malaria; reproductive health/family planning; infectious diseases; nutrition; community engagement; social and behavior change; and/or health service strengthening;
- Burundian citizenship is required;
- Previous experience working on a USAID project is considered an asset;
- Demonstrated ability to create and maintain effective working relationships with USAID, senior host government personnel, international organizations, and NGO partners required;
- Fluent reading, writing, and speaking in French and English, including demonstrated strong writing and oral presentation skills.
