SNV Burundi Background

Globally, SNV has been engaged by various donors to reach millions of people by executing programmes in agriculture, renewable energy and WASH (Water, Sanitation and Hygiene). In Burundi, SNV is implementing an exciting project in Agriculture in various provinces of Burundi. From April 2021, SNV Netherlands Development Organisation has been implementing an Embassy funded project called “Projet d’Appui au Développement Agricole pour la Nutrition et l’Entrepreneuriat (PADANE)” in Burundi. SNV, is looking for a motivated Burundi national who will be willing to work in the project to be based in Burundi.

Job Description

Reporting to the Country Finance Manager, the Project Finance Officer will be able to discharge the following, but not limited to;

  • Enter all payment invoices in the financial system accurately and pay within the stipulated time.
  • Prepare and monitor withholding tax account for suppliers and reconcile accordingly.
  • Support the Country Finance Officer in updating the cash flow management template.
  • Prepare all IBB+ payments for review and posting by the Country Finance Officer.
  • Prepare both daily and monthly bank reconciliations for all accounts held by SNV-Burundi.
  • Create new Suppliers into the SNV’s Master Data Management System.
  • Administer the petty cash for Burundi.  
  • Perform and support the Country Finance Officer in all months end close, May extensive close, September hard close and Year end processes.
  • Monitor and reconciliate the accruals & prepayments accounts, support the Country finance officer in the balance sheet cleaning up.
  • Comply with established internal control practices and procedures to ensure proper management of financial transactions.
  • Prepare journals entries for review by the Country Finance Officer.
  • Perform payroll management and reconciliation.
  • Prepare and post monthly payroll and related statutory payments such as Income tax, INSS Employer and Employee and pension contributions in the payroll system and the financial system and ensure the payment is made in the online banking system.
  • Ensure adherence to tax related requirements and compliance with local (tax) regulations, including corporate income tax, VAT, Sales Tax, Income Tax if and where applicable.
  • Ensure financial transactions are recorded according to the Project Administration Memo (PAM), project management procedures and SNV Financial procedures into the financial system. Ensure invoicing and income booking to the Burundi projects is done timely during the month end close.
  • Familiarization with the project budget, the translation to the relevant project documents as per the project management procedures, all donor requirements, reporting dates, formats and SNV internal reporting requirements.
  • Support the preparation of new project budgets and Cost recovery analysis.
  • Support the Country finance officer in the monitoring of the project contracts and contribute to efficient planning and time management of the members of the project, including staff, LCB’s and consultants, includes maintaining a tracker for all consultant payments.
  • Review and check data, time and costs booked to the project are according to the project management and financial procedures, check periodically (weekly and monthly) together with the Country finance Officer and correct errors where necessary.
  • Organize, document, and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conform to administrative and filing procedures.
  • Ensure all supporting documents for donor reporting are made available according to donor requirements and as per project management procedures.
  • Undertake partner finance capacity building and ensure timely reporting and reviewing of the partners finance reports in the PADANE project.
  • Ensure IF beneficiaries Financial Reports are timely received, reviewed and their approved expenditures are accurately posted in SBD.
  • Support internal and external audit exercises.
  • Training, Supervising, and controlling finance interns/assistants in all their tasks for the country office.
  • Provide clear explanations and guidance to technical staff on the application of SNV and donor financial and budgetary management procedures and policies and ensure their implementation.
  • Act as the back stop the Country Finance Officer – Burundi when on leave

Qualifications

  • Professional accounting qualifications e.g. CPA (K), ACCA up to the final level or similar level of knowledge and skills acquired in similar roles.
  • A bachelor’s degree in the related field will be an added advantage.
  • At least 3 years relevant working experience in an international project organization.
  • At least 5 years relevant working experience in financial accounting of which 2-3 years in project accounting
  • Demonstrated work experience and knowledge of fund management, donor regulations and compliance issues related to management of donor funding and financial reporting.
  • Experience with financial systems.
  • Experience with SAP (SAP by Design; SAP R3) is an added advantage.
  • Experience of working in a multicultural environment
